DIRECTOR’S WELCOME ADDRESS

On behalf of the Vice-Chancellor, Professor Frederick Kwaku Sarf (PhD), I warmly welcome you to the Institute for Teacher Professional Development and Lifelong Learning (ITPDLL) of the Akenten Appiah-Menka University of Skills Training and Entrepreneurial Development (AAMUSTED) in Kumasi Ghana. I am happy to present to you an overview of what we do at the Institute.

The Institute for Teacher Professional Development and Lifelong Learning is responsible for the following:

    1. facilitation of the mentorship programme between the University and its affiliate Colleges of Education
    2. implementation of the University’s Supported Teaching in Schools (STS) and Student Internship Programme (SIP)
    3. coordinating Outreach and Distance Learning programmes at various Study Centres and with other institutions across the country
    4. providing and coordinating Continuous Professional Development and Research (CPDR) activities at the affiliate Colleges of Education.
    5. The Institute is made up of the Centre for Quality Assurance, Assessment and Examinations (CQAAE), Centre for Supported Teaching in Schools and Internship (CSTSI), Centre for Continuous Professional Development and Research (CCPDR), and the Centre for Outreach and Distance Learning (CODL).

Until recently, the Centre for Quality Assurance, Assessment and Examinations (CQAAE) was headed by Engr. Dr. Bernard Effah, currently the Head, Department of Agriculture and Engineering, Mechanical and Technology Education at the Asante Mampong Campus. He was assisted by Dr. Isaac Owusu-Mensah, who was the Head, Colleges of Education Quality Assurance Unit, and Dr. James Nsoh Adogpa, who was also Head, Colleges of Education Assessment and Examinations Unit.

The Head of the Centre for Supported Teaching in Schools and Internship (CSTSI) is Mr. Frank Owusu Sekyere. He is supported by Dr. Kotor Asare, Head of Colleges of Education STS and Internship Unit.

The Centre for Continuous Professional Development and Research (CCPDR) was headed by Dr. Josephine Aboagyewaa Ntiri, who is now the Acting Dean, Faculty of Vocational Education, while the Head of the Centre for Outreach and Distance Learning (CODL) is Mr. Philip Boateng. Mrs. Yaa Gyamfuaa Marfo Oduro is the Institute Finance Officer and Mr. Abraham Attoh is the Institute Administrator.

In 2023, under the auspices of the Ghana Tertiary Education Commission (GTEC), eight (8) public Colleges of Education were ceded from the University of Education, Winneba (UEW) to AMMUSTED for mentorship. The mentorship programme would run for a period of four (4) years – December 2023 – November 2027.

With a strong support of Management and Faculty, the Institute has been able to pursue its mission through extensive planning and proactive preparations, constant engagement and active collaborations with key stakeholders, especially, affiliate Colleges of Education, GTEC, Transforming Teaching, Education, and Learning (T-TEL), the National Teaching Council (NTC), among others.

Prof. Dr. Benedict Osei-Owusu

The Institute for Teacher Professional Development and Lifelong Learning (ITPDLL), of the Akenten Appiah-Menka University of Skills Training and Entrepreneurial Development (AAMUSTED) has been making steady progress on its mandate since 2023. The Institute is responsible for spearheading and promoting quality teacher education in AAMUSTED through training and providing teachers with relevant competencies for teaching in various educational institutions towards the realisation of the aims and objectives of the University.

Brief History:

The Institute for Teacher Professional Development and Lifelong Learning (ITPDLL) is responsible for spearheading and implementing strategies, programmes, and activities aimed at executing the 21st Century professional teacher education mandate of the Akenten Appiah-Menka University of Skills Training and Entrepreneurial Development (AAMUSTED). The Institute commenced as the Centre for Teacher Development and Research (CETDAR), when it was established in the erstwhile College of Technology Education, Kumasi (COLTEK) of the University of Education, Winneba (UEW) in 1992. CETDAR was later upgraded and renamed Institute for Teacher Education and Continuing Professional Development (ITECPD). On August 27, 2020, the erstwhile COLTEK and the College of Agriculture Education, Asante Mampong of the University of Education, Winneba (UEW) were brought together by the Akenten Appiah-Menka University of Skills Training and Entrepreneurial Development (AAMUSTED) Act of 2020 (Act 1026) of the Parliament of Ghana. This also resulted in the change of the name of the Institute from ITECPD to Institute of Life-Long Learning and Teacher Development (ILLLTD) on August 1, 2022. Later ILLLTD was changed to the current name, Institute for Teacher Professional Development and Lifelong Learning (ITPDLL). The Institute is made up of four (4) Centres with four (4) units.

On December 22, 2023 under the auspices of the Ghana Tertiary Education Commission (GTEC), the University of Education, Winneba (UEW) ceding eight (8) out of fifteen (15) public Colleges of Education to AMMUSTED for mentoring. the process was affirmed with the signing of Memoranda of Understanding between AAMUSTED and the affiliate Colleges of Education. These were Colleges offering Technical and Vocational Education and Training (TVET) programmes. The Colleges include: Ada, Akatsi, Bagabaga, Komenda, Mampong Technical, St. John Bosco, and Wiawso. The Institute is responsible for implementation of the mentorship programme.

The Administration of the Institute is structured as follows:

    1. ITPDLL Board
    2. Office of the Director
    3. Centres
    4. Units
    5. Finance Office
    6. General Administration

The ITPDLL Board is in charge of regulating the academic affairs of the Institute and also responsible to the University Academic Board in all academic matters. It exercises the powers of the Academic Board delegated to it by the University and make recommendations to the University Academic Board. The Board is headed by the Vice Chancellor and constituted by Deans, Directors, representatives of the Ghana Tertiary Education Commission (GTEC) and National Teaching Council (NTC), Director and Heads of Centre ITPDLL as established by the Statutes of the University. The Board meets twice in each academic year to conduct business.

The Director of the Institute, Professor Dr. Benedict Osei-Owusu, is responsible for providing leadership to the Institute, in pursuit of the mandate in support of the Vice-Chancellor to achieve the vision and mission of the University. Prior to his appointment, Prof. Osei-Owusu was the Dean of the Faculty of Education and General Studies at the Asante Mampong Campus of the University. Since assuming office, Prof. Osei-Owusu has successfully led the Institute to effectively coordinate programmes and activities in line with statutory provisions for the Institute to become a strong role model, especially, in providing mentorship to affiliate Colleges of Education in the country.

The Institute is made up of four (4) Centres with two (2) Units, Finance Office, and General Administration. The Director, who is also the Head of Administration of the Institute, is supported by Heads of the Centres and Units of the Institute, an Institute Administrator, an Institute Finance Officer and a Principal Administrative Assistant.

General Administration of the Institute takes care of all official communication, front desk, documentation, etc. of the Institute. An Institute Administrator, Mr. Abraham Attoh, and a Principal Administrative Assistant, Ms. Deborah Appiah are responsible for the Director’s business and the day-to-day activities of the Institute. They are assisted by volunteers and National Service Persons.

The Institute Finance Office is responsible for the financial operations of the Institute. It is headed by an Institute Finance Officer, Mrs. Yaa Gyamfuaa Marfo Oduro, who is assisted by a National Service Person.

The Institute is located in Bungalow WE 1 near the Eastern Gate and opposite the office of Facilities Management and Environment (formerly Estates) of the University, and adjacent Block F of the Opoku Ware II Hall.
